INVITATION TO BID – Lakeside Phase 1 Drainage Project

INVITATION TO BID

Sealed proposals will be received at the Office of the Fairfield County Engineer; 3026 West Fair Avenue; Lancaster, Ohio 43130, until 11:45 a.m. local time on Friday, March 27, 2026, for furnishing all labor, materials, and equipment necessary to complete the project known as Lakeside Phase 1 Drainage Project, and at said time and place, publicly opened and read aloud.

A mandatory Prebid Meeting will be held on March 18, 2026, at 9:30 a.m. at the Office of the Board of Walnut Township Trustees; 11420 Millersport Road NE; Millersport, OH 43046.

Contract documents, bid sheets, plans, and specifications must be obtained via the web at www.co.fairfield.oh.us\Engineer or at said office for a non-refundable fee of $15.00.  To be considered a responsive and responsible bidder, bidder must be recorded on plan holders list at said office.

Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code.  Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.

Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein.  Each bidder must submit evidence of its experiences on projects of similar size and complexity.  The Owner intends and requires that this project must be completed no later than September 25, 2026 with work to be completed within a ten (10) consecutive week period.

All Contractors and Subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project.  Additionally, Contractor compliance with the Equal Employment Opportunity requirements of Ohio Administrative Code Chapter 123, Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.

Bidders must comply with the Ohio Prevailing Wage Rates on this Public Improvement in Fairfield County, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, 614-644-2239.

The Board of Walnut Township Trustees reserve the right to waive irregularities and to reject any or all bids.

Board of Zoning Appeals – Two Hearings and Regular Meeting – March 12, 2026 at 7:00 PM

NOTICE OF PUBLIC HEARING

The Walnut Township Board of Zoning Appeals will hold two (2) hearings on March 12, 2026 starting at 7 pm, followed by a Regular meeting at 11420 Millersport Road, Millersport, Ohio.     

Hearing one (1) Application Number 26-19 will be for a Variance of the Zoning Resolution. The application was submitted by Donald Waller of 0 Elm Rd Thornville, OH. The applicant is requesting a reduction in road frontage from 100 feet to 80 feet and the reduction in area from 10,000 sq ft to 8000 sq ft to split a property. The remaining 20 X 100 Lot will be Lot Tied into the existing 20 X 100 Lot to the north to make it a 40 X 100 buildable Lot. The Zoning Resolution calls for the road frontage to be 100 feet with an area of 10,000 sq ft.  Parcel number 0461151410 currently Zoned RMU.

Hearing Two (2) Application Number 26-20 will be a Variance of the Zoning Resolution.  The application was submitted by Matt and Kristin McClellan of 3776 South Bank Rd. Millersport, OH. The applicant is requesting a reduction in the side setback (East side of property) from 6 feet to 2 feet 6 inches to build a new home. The Zoning Resolution calls for a side setback of 6 feet. Parcel Number 0460194600 currently Zoned R-2.

Walnut Township Waste Oil Recycling

The Walnut Township Road Department is accepting waste oil at their facility at 11420 Millersport Rd NE, Millersport, OH 43046

Oil must be clean, free of water/antifreeze, in sealed containers.

Drop off jugs and pails at the rear of the front building near the red tanks. 55-gallon drums can be emptied by appointment.

North Walnut Stormwater Infrastructure Project – Notice of EPA Community Grant Application

The Walnut Township Trustees have applied for an EPA Community Grant to assist with the expense of the North Walnut Stormwater Infrastructure Project.  The following is required to be posted for public view:

Lakeside Phase 2-4 Stormwater Conveyance

NOTICE of the 90% complete Construction Plans available for viewing. Walnut Township Lakeside Phase 2-4 Stormwater Conveyance Project – 90% design complete.

NOTE: This project, Phase 2-4 and Phase 1, is still estimated for construction to be completed in 2026.  


The Lakeside Stormwater Conveyance Project will address flooding concerns within the Lakeside neighborhood in Walnut Township, Ohio. While adequate storm drainage is currently lacking throughout the project area, flooding in the area is exacerbated during extreme events from the backwater of South Fork Licking River (SFLR) and its tributaries. The proposed improvements will mitigate flooding in the area through the installation of storm sewers.

This memo accompanies the Stage 3 plan set deliverable for Phases 2-4 of the project and aims to provide Walnut Township with an overview of the storm sewer design and the supporting hydraulic calculations. Design includes storm sewer installation and any minor grading revisions necessary to facilitate drainage to the proposed structures. Phase 1 Design was completed by EMH&T and submitted independently to Walnut Township. Township Property to be Sold by Internet Auction

NOTICE OF INTENT TO SELL UNNEEDED, OBSOLETE, OR UNFIT FOR USE TOWNSHIP PERSONAL PROPERTY BY INTERNET AUCTION

Be advised that on the 3rd day of December 2024, the Board of Trustees of Walnut Township adopted Resolution # 30-2024 expressing its intent to sell unneeded, obsolete or unfit for use Township personal property by internet auction. The Township shall contract with GovDeals, Inc. to act as its representative for the purpose of disposing of said property through the www.GOVDEALS.com website. All such property shall be sold on an “As-Is, Where-Is” basis. All items will be available to the public on GOVDEALS.com for a minimum of ten (10) days. 

This notice and resolutions will be posted on the Walnut Township, Fairfield County, Ohio, webpage (www.walnuttownship.com) and a complete copy of Resolution # 30-2024 will be available for inspection at the Township office at 11420 Millersport Rd NE, Millersport Ohio 43046 during normal business hours.
