Township Property to be Sold by Internet Auction

NOTICE OF INTENT TO SELL UNNEEDED, OBSOLETE, OR UNFIT FOR USE TOWNSHIP PERSONAL PROPERTY BY INTERNET AUCTION

Be advised that on the 3rd day of December 2024, the Board of Trustees of Walnut Township adopted Resolution # 30-2024 expressing its intent to sell unneeded, obsolete or unfit for use Township personal property by internet auction. The Township shall contract with GovDeals, Inc. to act as its representative for the purpose of disposing of said property through the www.GOVDEALS.com website. All such property shall be sold on an “As-Is, Where-Is” basis. All items will be available to the public on GOVDEALS.com for a minimum of ten (10) days. 

This notice and resolutions will be posted on the Walnut Township, Fairfield County, Ohio, webpage (www.walnuttownship.com) and a complete copy of Resolution # 30-2024 will be available for inspection at the Township office at 11420 Millersport Rd NE, Millersport Ohio 43046 during normal business hours.

Burn Ban Now in Effect for Fairfield County

From the Ohio Department of Commerce:

Ban on Open Burning Extended, Expanded Due to Continued Drought Conditions

Columbus, Ohio – In response to extremely dry conditions in various parts of the state, a Ban on Open Burning ordered last week by State Fire Marshal Kevin Reardon has been updated, extended and expanded to include additional counties.

As of today, Sept. 13, the Ban on Open Burning includes the following counties: Athens, Belmont, Carroll, Fairfield, Fayette, Franklin, Gallia, Guernsey, Harrison, Highland, Hocking, Jackson, Jefferson, Lawrence, Licking, Madison, Meigs, Monroe, Morgan, Muskingum, Noble, Perry, Pickaway, Pike, Ross, Tuscarawas, Vinton and Washington.

Prohibited Activities:

  • Any open burning of trash, debris, waste, combustibles, leaf piles or similar vegetation
  • Campfires and bonfires
  • Throwing down or discarding lit or smoldering material, such as matches or cigarettes
  • Using or discharging any type of fireworks
  • Live-fire training events
  • Flame effect(s) based displays or exhibitions, including sky lanterns and cold spark machines
  • Using spark- or heat-producing devices for recreational purposes

Acceptable open flame-related activities include indoor cooking, outdoor cooking with electric stoves/cooking elements or propane/liquid fueled cooking as permitted in this Order, and use of non-flame-based heating or electrical devices.

Resolution 19-2022 Regulating Parking on Residential Twp Roads

Whereas, Ohio Revised Code (ORC) Section 505.17 authorizes a board of twp trustees to make regulations necessary to control all vehicle parking in the residential portions of a twp that are not within the limits of a municipal corporation; and

Whereas, the Board of Walnut Twp Trustees finds it would promote the safety and welfare of residents of the Twp to limit vehicular parking on certain twp roads; and

Whereas, the Board of Walnut Twp Trustees finds that to provide for the maintenance and preservation of twp roads to limit the parking of certain heavy vehicles on twp roads; and

Whereas, the Board of Walnut Twp Trustees finds that all formal actions relative to the adoption of this resolution were taken in an open meeting of this Board, and that all the deliberations of this Board and of its committees, if any, which resulted in formal actions, were taken in meetings open to the public, in full compliance with applicable legal requirements, including Section 121.22 of the ORC;

Now therefore, be it resolved by the Board of Trustees of Walnut Twp, Fairfield County, OH, at least two-thirds of all members concurring:

Section 1: No vehicle, as defined in section 4511.01 of the ORC, shall park in the road, or road right-of-way, of all residential roads within the unincorporated areas of the Twp. Refer to Exhibit A of this Resolution for residential roads affected by this Resolution.

Section 2: No commercial tractor, as defined in section 4511.01 of the ORC, shall park on any Twp road or road right-of-way.

Section 3: Whoever violates this any regulation created by this Resolution is guilty of a minor misdemeanor pursuant to ORC Section 505.17(E).

Section 4: The Board specifically designates the Walnut Twp Road Supervisor as its agent to order into storage any vehicle parked in violation of a parking regulation adopted herein pursuant to ORC Section 505.17(D). The owner or any lienholder of a vehicle ordered into storage may claim the vehicle upon presentation of proof of ownership, which may be evidenced by a certificate of title to the vehicle, and payment of all expenses, charges, and fines incurred as a result of the parking violation and removal and storage of the vehicle.

Section 5: The Walnut Twp Road Supervisor is directed to prominently display traffic control devices conforming to Section 4511.09 of the ORC in appropriate areas regulated by this Resolution.

Section 6: The Walnut Twp Fiscal Officer is directed to post all regulations established by this Resolution in five conspicuous public places in the twp for thirty days before the effective date of this Resolution, and to publish said regulations in a newspaper of general circulation in the twp for three consecutive weeks.

Section 7: This Resolution shall be effective November 1, 2022.

Trustee Leith seconded the Motion, and the roll being called upon its adoption, the vote resulted as follows: Trustee Horn, yes; Trustee Yates, yes; Trustee Yates, yes

North Walnut Township Storm Water Conveyance Study

Public Review and Input Meeting– AUGUST 25th, 2022 7:00PM

Location:  Walnut Township Local School District Auditorium, Millersport Elementary School11850 Lancaster Street, Millersport, Ohio 43046

The North Walnut Township, Fairfield County area, as depicted in the map have been experiencing chronic flooding of roadways and structures over numerous years. While adequate storm drainage seems to be lacking in many portions of the project area, flooding seems to be exacerbated during extreme events from the backwater of South Fork Licking River and tributaries. 

Walnut Township in partnership with the Fairfield County Engineer’s Office and in cooperation with the Fairfield Soil and Water Conservation District have hired ms consultants inc. to complete a localized flood study of the area highlighted in orange within the existing 100-year FEMA floodplain. The ms team has already conducted extensive field reconnaissance of the project area including topographic survey, channel survey for creeks and ditches and storm infrastructure survey. The ms team has also completed an aerial survey to help provide high resolution pictures of the area.  This information was critical to develop a comprehensive base map of the project area with topography and utility information for conducting hydrologic and hydraulic analyses.  The ms team is now working on the development of a 2-D model of the localized flooding conditions.  This hydrologic-hydraulic (H&H) model is particularly useful in flat floodplains.  It helps us understand the velocity and depths when it’s flooding.

The ms team will consider a number of storm water management options as part of alternatives development but we need your help!  This pubic meeting is designed to gather more information from you the property owners and verify the conditions being shown within our models!
